The PPL (Privatpilotenlizenz – English private pilot licence) is the permission to fly aircraft. It allows non-commercial flights worldwide with aircraft of various categories and classes. It is also the entry level licence for most. With a private pilot licence according to EU-FCL, one is entitled to fly all aircraft of the registered class of all EASA member states without the need for additional permission from the individual country.
As a special feature in the EU, the pilot is free to choose the aviation authority of an EASA member state for the management of his licence and can later change to another authority at any time upon his own request. The competence does not depend on the pilot’s nationality or residence. For example, it is possible for an Italian private pilot residing in Germany to have his licence managed by Austro Control in Austria.
